What is the best method to process error messages from the far end?

We have sites that change setting on the far end that cause errors. After we send them the details they fix it and we rerun the process. It would be nice to have a mechanism so when the far end resolves it the process will run again then email confirmations.

Is there open source code for this? Perl?

Currently I use email rules and tasks in Outlook to notify/track the process.
